Took delivery of my windscreen today. I think only the owner can apply for a Certificate, so you'll have to persuade him/her to get one.

For matching numbers, the current owner can apply for a Heritage Certificate, stating the correct numbers for VIN, engine, gear box, which will then be confirmed on the Certificate. If I were selling my matching numbers car, I would have such a Certificate with the car. Edit: my car also has no ID p...

Don't know about the UK, but in the Netherlands this wouldn't fly if the RDW (the Dutch DMV) found out. They would X out the VIN and give it a modern one.
