As Steve said, I'd get hold of Jag Lovers and try to get someone to come out with you.

ceramic coatings

Just seen a pic of a car treated with ceramic coating. Looked amazing, really tough finish too. Not referring to film coating. Anyone here had this done?

Mine is a '69 2+2 and has push button in handle locks. Pretty sure they are original.

Don't think the springs will be the source of the problem. When it comes to fine tuning they may need attention, but lack of starting is more fundamental. Good fuel+spark=go. Put in fresh fuel, set everything up as above, plenty of grinding on the starter and see how it goes. If it starts on the spr...

Wrong dipstick? Dipstick not straight so going into the baffle rather than straight into the sump? Did the dipstick drop in easily, or did you have to push it? How long did you wait for the oil to work it's way down? It takes ages. Is the engine dead level? If it's on even a slight incline forward, ...

I understand that rubbing down for a paint job can reveal horrors, but if it was so bad that the entire body had to be replaced it would surely have been detectable before the job was started? Hard to imagine that all panels (bonnet alone at £7k plus?) have to be scrapped.

Considering the thickness of the felt washer, I wouldn't have thought it would make any noticeable difference to the oil level and where the oil comes to on the stick.
