My experience is that long before there is tyre to body fouling due to a lack of bump stops, the exhaust will hit terra firma. YMMV.

Do you have an original starter? Has it been restored recently?
Your symptons can be caused by very worn brushes.
If your starter is old and hasnt had replacement brushes for a while......

I recall this being a dragster. No need for cooling, the engine only runs for seconds at a time. I’d be more concerned about the lack of bottom frame tubes.
