Any fan must be mounted on the radiator or in such a position that ensures ALL the air moved by it must come/go through the core. My experience is that long before there is tyre to body fouling due to a lack of bump stops, the exhaust will hit terra firma. YMMV.

I recall this being a dragster. No need for cooling, the engine only runs for seconds at a time. I’d be more concerned about the lack of bottom frame tubes.
