Tony, I couldn't say what is under the vinyl in the centre section or in general if any. August 1961, should be an OBL?
On my October 61, the original flat dash top is also quite worn with numerous wrinkles.
What makes it distinct from later dash tops is, I think, the sharper edges because of no foam, visible here under on the lowering side, left of speedo:

I agree with others that best would be to sttle a fair agreement inbetween.
I find strange though that the 4000 additional request came 8 months later and following apparently their acceptance the issue was theirs. Change of mind or of manager?

Good point on the offset. MWS indicates 20.6 inset but 97 mm backspacing for the 5 inch (127 mm) rim. I see you are located in the US. Best place to sell IMHO is BAT, without reserve price. Without the complete trim, you will not get a price of 20k+ but you could be in the range 5k-10k for a series 1-2 hardtop in good condition. Mines also unswaged on the heater box.
Maybe the stiff turn (and strain) on the hoses in that tight space was supposed to help in not popping off?
