Eric : I have repaired these with a build up of weld on the teeth ( tig is best because it is softer) and then filing back . I see no reason why you should not do the same with the pawl as well

It might be advisable to check your wheel spokes . Run the wooden handle of a fairly substantial screwdriver over them, and listen for any which sound dull. Also have a look to see that none are missing !
