What we really needed was the introduction of a basic road worthiness test for exempt cars. The modern MOT has many bells and whistles that are not appropriate to old cars. We need a test that checks for structural soundness (in so far as is possible with a visual check); a check that the brakes, steering and suspension are in satisfactory condition; a check for fuel and exhaust leaks and a check that the essential electrics work...lights, indicators, etc. Sadly the gov't decided against this option..
