Haydn, I'm not in a position to comment about that, but if you use postimage.cc not .org then we (certainly I) can open a larger image and better inspect what's there.

I used the forum "add image to post" tab when composing the post and uploaded photo from my computer??
edit to add
right click on image, open image in new tab, gives full size and zoomable for me

Its not " normal" but were talking 50-60 year old car...who knows whats been done over the years....it needs viewing in person preferably with someone who knows what they are looking for/at...Steve

Well...I'm not an expert on 2+2s, but the filler looks highly unusual to me, and where are the jacking points which IIRC on a 2+2 should be a protruding spigot ?

Very hard to tell
Have you asked directly the owner what it is?
See if you can get the history of the car and when the sills were changed or what major work has been done on it in this area
As Steve says its an old car and like all British sports cars the e type is a rust trap
Get someone who knows what he is looking at to inspect the car
Talk to a previous owner is another good way to find out things

well from what we can see:
clearly a filler
if it was your chimney breast I'd say it's been badly plastered...
why hasn't it been correctly finished, flush with the remainder of the bodywork / floor?
probably because:
as stated it's 60 years old,
if it's been represented as a "professional restoration" in recent times.... it's not "professional"
if it's being presented as "restored at home / amateur" it is.
Asking price will determine your enthusiasm to progress no doubt.

Picture is not clear enough to really see but looks to be indentation etc where floor area below the sills has hit things like speed bumps when going over them - the area on my car looks a little similar.

The stuff they've trowelled on is just seam sealer or stone guard I reckon.

It actually looks in better condition than the sills on my US import!!!
As Andrew said, it's probably flaky sealer/underseal covering dents in the sill.
My car has bigger dents in those same panels from where it has presumably been picked up by a fork lift plus some dodgy repairs in the past .
Luckily the thick coat of underseal has stopped it going rusty, but you can't really tell without getting to see it close up.
