I just "pushed" out the rubber mount on the small end of the radius arms. It took a lot of cutting and drilling of the rubber and it did not come out with a metal sleeve like the big end. Does the small end rubber mount have a metal surround like the large end?

Yes they do. Google for radius arm bushes e type and you can find some good pictures showing the ring.

I think you'll find you need a press to get the new ones in. Given that, it isn't worth pfaffing about cutting a slot or such in the old ones and chiselling it out - all that does is multiply the risk of damaging the arm. I might have used a large socket to push them out - there isn't much thickness to the outer ring, so I may also have turned up a bit of pipe or such.

Had the same problem on mine. In the end I carefully used a iron saw to slice through the ring and then bent it away from the radius arm. Enjoy

The smaller ones pushed in nicely with sockets on the vice. The larger ones, not so well. Worked in the end.

I got them out today. Boy were they ever rusted in after 48 years! I wonder if I heat the radius arm and put the new bushings in the freezer, perhaps they might fit together easier?

Nice try, but no. By the time you start assembling it, much of the heat from the arm will have transferred to the bush, so you'll be back where you started. Even with the temperature differential (assuming you can work very fast!) I reckon you'd need a press. More important is a bit of grease on both surfaces.
