#1 Camshafts

My 1968 S1,5 engine was partially dissasembeled when I purchased the car. The camshafts were already seperated from the cyl.head. The camshaft labeled exhaust is plugged at the end with a 9/16 screw, and has the number MC 20889-5 stamped onto it.
The other camshaft labeled inlet has the number MC 20889-8 stamped onto it and also is plugged with a 9/16 screw.
Questions; should the Inlet camshaft should not be blanked off, but have a recess for the dog drive for the Rev Counter Generator ( the RCG is missing, I have to buy a new one)
Should the numbers on the camshafts be the same, as in a set, or do I have maybe two exhaust camshafts, as the are both plugged at the ends.
