Hi
does anyone know if you can fit the dash top on a 65 FHC with the windscreen in.

Yes you can Clive. Imagine the horror of having to remove the windscreen before you could get at the instruments....
(That said it is a helluva lot easier to access it all with no windscreen in the way)
I don't have my manual in front of me but I'm certain the procedure will be shown in there.

yep, you can do it. Removing the steering wheel makes life easier but expect it to be a little bit fiddly.
