#1 Camshafts

My 1968 S1,5 engine was partially dissasembeled when I purchased the car. The camshafts were already seperated from the cyl.head. The camshaft labeled exhaust is plugged at the end with a 9/16 screw, and has the number MC 20889-5 stamped onto it.
The other camshaft labeled inlet has the number MC 20889-8 stamped onto it and also is plugged with a 9/16 screw.

Questions; should the Inlet camshaft should not be blanked off, but have a recess for the dog drive for the Rev Counter Generator ( the RCG is missing, I have to buy a new one)
Should the numbers on the camshafts be the same, as in a set, or do I have maybe two exhaust camshafts, as the are both plugged at the ends.

Sit both camshafts side by side as they’d be orientated in the car, rotated so the timing slots are both facing up. The front lobe on the inlet cam should point to the right (carburettor) side. The front lobe on exhaust cam should point to the left (exhaust) side. If both lobes point the same way, you have 2 of the same type of cam. If they both point in, you have inlet and exhaust cams transposed.

1968 cars had induction tachos so no tacho generator.
