Thanks All,
Lock washer is under the bolt in the photo but are quite flat and should be replaced. I have sourced some quality bolts and will be picking them up today along with a new caliper just in case.
Fingers crossed that this is the fix !

Thanks Jerry,
I hope this is a help to other owners to help in isolating there brake line air traps so they know where to focus their efforts and save time and money.
So
Problem is solved. It appears it was faulty and stretched bolts. In addition a few bolts unthreaded section was too long causing them to feel tight even though they did not fully compress the caliper.
Sadly some of the new "Quality " bolts would not tighten either , replace them with another identical new one , and it would tighten.
This after chasing each hole and spray flushing it out. This is HIGHLY advised as there was considerable crud in each hole
