The Bonnet Support frame shown in your attached picture is not that of an S3 E Type. Accordingly, you have either posted a picture of the wrong frame, or the title of your Thread is incorrect.
The lug you're referring to actuates a rod that is connected between it and a hinged number plate assembly. To add to Martin's comment, as the bonnet is swung to the full open position, the actuation rod makes the number plate swing up under the bonnet lower valance panel to avoid it hitting the ground. The actuation rod runs from the hinged number plate assembly, through an ob-round slot cut in the front of the lower valance panel, through a hole in the rear frame of the lower valance panel and then to the lug you have indicated in your picture.
Series 3 cars never had this feature, with the front number plate being located off centre, in front of the lower section of the grille. Where the earlier models have the ob-round slot for the number plate tilt actuation rod to pass through, the S3 has a wide air intake chin scoop.
