Given you can get new clutch master and slave cylinders for £30 each I see little point in rebuilding/resealing the potentially rusty old units. If you need to change them, fit new ones.

Ballast resistor systems were introduced to improve cold starting and to minimise unburnt fuel whilst trying to pass those all important emissions certifications. I would consider using stainless steel mesh for the top, that's what I did. You can paint it black but at least it'll never rust out from under the paint again.

Can an R12 system be safely recharged with R134a if the correct connectors and additives are used? The answer is yes. A simple short as you describe it certainly can and has caused your fire. There is no fuse in the feed to the fuel pump.

You can try cleaning the float valve and seat with carb cleaner injected into the front carb fuel supply fitting to remove any petrol gum first. The car industry is incredibly competitive with wafer thin margins. You either go large or niche. Ford and then Tata bought into the go large mantra - aka Audi - for Jaguar; they've tried the go large route - witness XE - and now are trying go niche with luxury electric.
