Hello Harold
All my online searches don’t produce sensible results. Have you tried dropping the IoM a request about it?

#3 Re: Isle of Man M/C Number Plate Question
I was hoping a Manx member would chime in on this because, even though I lived on the IoM for 10 years, I find the registration system somewhat confusing.
While I was there, if you registered a vehicle you pretty much got the next number off the top of the pile, which could have been anything. You could also browse a file for a number you might like. It was a very quaint system.
I don't know whether things have changed since I left in 1997, but at that time and unlike in the UK, you could put a new plate on an old vehicle. So just because a KMN prefix plate MAY have been issued in, say, 2000 it doesn't necessarily follow that the vehicle that wears that plate was new in 2000.
I have seen something online that might suggest that a KMN was issued in 1993 but that is not my experience because I registered a 1993 Audi with a new number in 1995 and it had a DMN prefix. I think they just indexed on to the next prefix once the full range of the previous prefix has been issued.
Sorry that I can't enlighten you any more although maybe it's affirmed your own findings.
Regards
