no mistake! but it turns out a good reason
A heating oil tanker had a problem and lost oil over about six miles!
so it seems the best thing was to send a spreader, they were out with sand today to soak up some more
first time ive seen this but better safe and all that

It is probably cement . This is widely used in motor racing for oil spills . Or it could be Fuller's Earth
