You have to be logged in to see it - it's visible to me at the moment.

When you’re not logged on you also don’t know you have any Notifications or PMs. I have two PMs which I know haven’t been read by the recipients so I am assuming they are not logged on. If the headings on the left are in black, then you’re not logged on.........I think

If you're logged in your username will appear at the top right next to Notifications and Private messages. If you're not logged in, "Login" will appear in that space.
