Jeremy, yes it does. You dab solution number one on with the supplied (or any other!) brush and leave it for 5 mins. This ensures it runs into all the tricky to get to corners. You then just hose it off and it comes up like magic. You let it dry, I rub off any "pooled" bits of water after a while, then apply diluted solution two which is a protective covering. This one, you don't hose off, just leave to dry. You sometimes get some light residue after drying, so just buff off.
It can be done with the wheels on, although best with them off so you can get to the backs. I do it once a year with wheels off, then just re-do when dirty with wheels on during the year. With wheels on, you can do all four in about 20 minutes/half an hour.
Once a year, with wheels off, I do also add some polishing on the main areas, and some carnauba wax.
The pictures in the photos above are with no polishing and no wax, just a 5 min before and after putting solution on and hosing off.
