should the first piston spring go up to the plate or be held back in the bore as my spring is at the moment, to me it makes more sense for it to be forward onto the small plate to keep it upright as the main piston bears down on it?

I was having a similar problem with my master.
A couple of years ago I had it rebuilt by a reputable company and hadn’t used it until recently. It had been sleeved with a SS liner. It was leaking and not operating the reaction valve.
I noticed that the spring and retainer wasn’t coming down the bore enough to touch the leaver plate and wondered if this was correct. In my case the liner was slightly off centre and I wondered if the retainer was being restricted by what was left of the original bore. It was hard to see how the plate was going to stay in place without the spring tension, but it was also clear that the small spring in the reaction valve was not enough to push back against the bigger main spring.
If you look at the brake system diagram in the workshop manual, the cut away section of the master cylinder seems to indicate that the main spring stops before reaching the plate.
In my case this is a moot point because the company had butchered my plastic bearing that the O ring seal sits on (cut off the end where the O ring sits and added a fibre washer instead??) and they are not available as a Spare part. There was no way I could see that the O ring would stay on and in fact this was why the cylinder was leaking. I had no option, so I have had to buy a new master cylinder
