According to the S1,S2 & S3 parts lists, there has only been one washer per bolt specified.
However, from the S2, the washer moved from under the bolt, to under the nut.

What adds to the confusion is that, as already pointed out, some of the models on the SNG site show washers under both the bolt and the nut, which doesn’t tally with the parts lists. Unless there were some bulletins for the s1.5 2+2 and S2 2+2 that spec’d the extra washer. Unlikely though.
Maybe once the c19 is over, Julian could check it out?

It is odd
As there are even part numbers for both washers in the parts lists
On the series 2 2+2 on the sng site
That being said if they did add a washer to both sides (which in my view should be the case anyways) as you say it may ha e been on another model or even added and then discarded
If they did have a model that had 2 washers then the bolt would have to have been longer
