After repaint I'm about to apply adhesive plate to the bonnet. It's been a few years since I did one and wonder if applying soapy water to area so as to slide plate into place while squeezing out any bubbles/rinkles is still best practice?

Soapy water worked well for fitting mine a year ago.

Windscreen or window cleaner (spray type) works well because it does not leave a residue and evaporates fairly quickly. Soapy water does the opposite!

There exists a note of how far up from the air intake the plate should sit. You might want to check for that measurement before fixing it in place. I couldn‘t pull it up just now. If I find it I‘ll post it.

+1 on the window cleaner - it worked perfectly on mine. There were a few tiny bubbles left that I couldn’t quite squeeze out, but a few months later they all disappeared. Leaving it in the sun really helped with removing these.
I think the measurement is about 6” up from the front of the nose. This leaves the plate equidistant between the bonnet bulge and the nose.
Cheers.
