#1 Oil Cleaner Parts Query

Just doing an oil change on my S1, 4.2. I notice that there is no spring clip(p/n 6163) on the bolt or felt washer(p/n 6161) under the pressure plate in my oil cleaner assembly. Probably been like that for quite a while. So what exactly does the spring clip do and is it essential? Similarly re the felt washer.
