#1 S1 early brake bleeding

Hi Just trying to bleed a completely new system . We bled the rears first and that was easy but we found we had a solid pedal as though the system was all bled. We took the line off the servo that goes to the front brakes and no fluid out at all. Can the piston get stuck on the servo to cause this or could there be another reason.We are doing this without engine running .
