#1 Series 1.5 2+2 handbrake issues

Hi, I realise that there are a few posts on this subject already, but I couldn't find my answer. I have a '68 S1.5 2+2 manual. I've had the IRS out whilst the body was being painted. The IRS was also apart, reco'd calipers fitted, etc., so there is a chance that I haven't hooked up the handbrake properly.
When I pull the handbrake, there is plenty of travel. I can see the mechanism levers move. The LH rear wheel binds, suggesting that the handbrake is working on that side. However, the RH rear wheel doesn't lock. Not sure why. Both sets of pads were replaced along with the main caliper pads. Is it likely that there is too much clearance on the RH side? Or is it possible that I haven't hooked things up properly.
Even with the two inspection panels removed (behind the rear seat), I can only see part of the handbrake mechanism. Is it more accessible from underneath? I can see the mechanism from underneath and adjust the cable tension, but I cannot get to the handbrake pads on each side.
Do I need to drop the IRS (again!)?
