#1 Horn Push Rod

I am changing the steering wheel on my 1965 4.2 S1 FHC. The car came with a 14" MotoLita with a horn push centre that was sprung.
The replacement kit (15" wheel, boss & horn push) is from MotoLita, my isssue is the horn push is not sprung (it 'flip-flops'!) The centre rod in the column does not appear sprung either. looking at the diagrams, there should be a spring and ferrul near the base of the rod.
Questions -1. Should the centre rod feel sprung? (the rod sits neatly on the centre nut) 2. How does one go about inserting the spring, if indeed it is missing?

The spring goes between the brass tip of the rod and the black insulating bush (#13 in the diagram). This picture may help:
