#1 Steering rack attachment plate

During a routine health check of my RHD '63 FHC, I noticed that the lock-nut on the (driver side) lower outer set-screw/bolt which passes through the steering rack bracket and onto the chassis frame, was only just about engaged on the thread. Turning it with a spanner quickly revealed the thread was shot and the bolt was clearly not long enough. I then checked the other side and noted the bolt went in from the front of the car (and seemed the correct length), rather than from the rear as the offending set-screw had done. Referring to the manual (and internet), it seems the driver side should have spacer tubes on these bolts but can someone confirm if this is correct, or does it depend on the year of manufacture (because they are missing on my car)?
