So what do you mean by trying to change spokes to keep a few spares: did you try unbolting a few of them?
As an aside, it is challenging to unbolt these spokes as you need accessing the spoke heads with enough space to unbolt them, which is not easy because of the other spokes...
In addition, you need to have a set of specific tools (a mini torque wrench with 0.1 mm spaced spoke heads) because the size of the heads is not exactly the same for each spoke and without a precise adjustment you risk snapping them.
Here is a set I acquired (brand Buzzetti, an italian specialist):
Reassembling the wheels and truing/balancing (in case you would want to do it yourself) is still another challenge...

I unbolted all of them. It took me about 1.5h, however none of them were rusted, so I have 72 spares :-).
I had no special wrenches though. I was acutally surprised how tensioned they are/were.
Dismantling them is easy. Putting them back is challenging and I am not attempting to do it. I can assemble an engine, but for this you need some guidance and experience.
You need some sort of a jig to fit the spokes without scratching the wheel.
You need to know exactly in which order to fit them, as they block one another.
Once you have all the spokes in the spoke holes you need to tighten them so that they wheel is true.
I was never good at trueing my bicycle wheels, this is a completely different ballgame.
Your tool kit looks beautiful though! :-)
