The full-tightening instruction applies primarily to the wishbone suspension bushes, but is good practice for the dampers too.
By definition, if the damper is fitted and the fasteners are being tightened, the suspension is in its normal arc of operation, albeit usually fully-extended with the corner off the ground. Wishbones on the other hand are usually drooping well below normal orientation when fitted, leading to destructive torsional shear stresses from preload when the car is at ride height.
