#1 Firewall blanking plates sealing

Dear forum members,
I am finally starting to put back together my 66 OTS after disassembling it almost 10 years ago. I would like to keep it original as much as possible. To a lot of questions I found answers here, but there are some (actually quite a few) remaining. Here is the first one:
Is the sealing and brush painting of the blanking plates in addition to the neoprene seal an improvement by a previous owner or was this done at the factory? Whilst most pictures show no sealing around the covers, on p. 26 of the Haddock/Mueller Originality Guide, there seems to be a similar case.
Any thoughts?

I think I have seen that before on cars we have restored.

No additional sealing on my 63 car that I restored…just the original gaskets…..
