Seat filling

I stripped one of the front seats the other day. Horse filler padding with what looks to be strips of linen on the shoulders.

Question, would you replace the horse hair with foam and is the linen / cotton wool likely to be laced with asbestos. They tended to have little understanding of the latter in those days.
