S1 HOOD FRAME ATTACHMENTS

I haven't posted on this forum for a while. I have a question about the interior of my 1962 OTS.
The padded panels behind the frontmost hood frame attachment have had their vinyl rubbed away over the years due to the action of the hood being folded down. This is the part of the frame that is attached to the body by a dome headed UNF bolt. I plan to put a spacer in between each side to provide enough clearance, but in doing so the fixing bolt is now to short to engage in the threaded hole in the body.
Has anybody else had this problem and if so how did you overcome it?
