I can get water out of the return hose (engine hot and running)
its not rapid just a steady flow. water does flow through the matrix but nothing through the top hose when its disconected

Shame you got no replies to your old post because I have the same problem.
Did you manage to sort it out?
I rebuilt my heater not that long ago and very thoroughly flushed the matrix.
However there appears to no flow through it.
Can the valve fail or can there be blockages in the pipes behind the bulkhead?
The only thing I have noticed is that the very short lower (return?) rubber tube on the inlet manifold side is quite small diameter (compared to the one from the manifold) and slightly twisted.
Maybe someone else can help...

I have experienced the heater valve sticking closed. The mechanism appeared to operate correctly but inside the valve, the rubber diaphragm had stuck to the sealing rim around the inlet port. The only way to sort this out is to dismantle the valve and carefully separate the diaphragm from the sealing rim.
Before removing the valve though, I would disconnect the valve to heater hose and using a length of hose connected to the valve outlet, try and blow through the valve and check its correct operation.

Given the cost of a replacement valve is about ?30 you may want to simply replace it anyway because draining and filling the cooling system is a real pain if you do not fix it first time.
