What is the bracket for?

On the bar that the bonnet hinges on is a bracket right in the middle with a small bracket that rotates around it but is not connected to anything. I know this a terrible discription of what the thing is but I cannot think of anything better to discribe it. It is a bit like the coupling that that connects the handbrake cable to the activation arm to expand the brake shoes on a drum brake car.
I will post a picture if nobody can guess what the hell I am trying to describe.

Many US models (depending on state AFAIK) had to be fitted with a pivoting numberplate holder Tony. The bracket and rod make it fold when the bonnet is raised.

Thanks Peter, that will also explain the corresponding hole in the front under valance. I will have to take the coupling off as it makes a bit of a rattle when going over bumpy ground.
