#1 Starter motor/ Rev counter

I have a 69 which is fitted with the pre engaged starter M45G ( presumably).
I have a problem where if you crank the engine and it does not fire when you turn the key back it sounds as though the starter is still turning and it takes time to spin until it stops ( even with the key switched off).
Before removing the motor, looking at the haynes manual should I to assume that this could be the "brake shoes and cross peg" that are worn out or something more serious.
Recon units are not that expensive so i would presumably be better to go this route rather than getting it reconditioned??
Also I have had a problem with my rev counter which works intermittently and then dies. If i tap the screen it comes back again for a while but then dies again. Have checked all the electrics and have also earthed it by way of the fixing bolts on the back as read that this might be the problem but it still does not seem to work correctly. Any thoughts please?
