#1 fuel tank vent pipe question

My fuel tank has three vent pipes which connect to a smaller tank on the left rear wheel-arch. This smaller tank has a pipe that runs along the car to the right front hand side and I gather should go to the carbon canister (which I don't have). This pipe wasn't connected to anything when I stripped the car.
Do I in fact need the smaller tank, is it an expansion/evaporation-condensing tank?
Can I do away with the redundant pipework to the non-existent carbon canister and if so where is the best place to site the vent-pipe.
I realise that the petrol tank needs to breathe but I don't want any issues in the cabin with petrol smells.
As always any help or advice would be appreciated.
