I’ve been offered this Shelley jack. I have not yet seen it in person.
From the pictures, is it possible to tell if it is an original E Type jack?
What do I need to look at to determine originality? Or not original?
If it is a proper Shelley, what is a value on it?

That is indeed a proper E type jack.
